The creation of “super-regions,” the current fancy of Malacanang, is actually not a new or pioneering concept.

Mindanao was the guinea pig of this idea long before Gloria met Garci. In the 1960s, the national government even created the Mindanao Development Authority as a miracle solver for the development of the third largest region of the country. It was patterned after the successful Tennessee Valley Authority in the US.

But nothing has really come out of it.
