I could quote all the legal goobledy-gook that accompanies this Resolution (Resolution No. 7684, Promulgated On: 27 June 2006) but why bother typing six whereas clauses when all of it just boils down to:
the COMELEC is doing this so students and workers in urban areas can register, even on sundays.
