Tuason is absolutely right about the chilling effect of the distances that some Filipinos need to travel just to exercise their right to vote; He may also be right about overseas filipinos balking at the thought of having to sign a return affidavit; I’m not quite sure what he means when he talks about “attitude and perception hampering registration efforts;” and I think he forgot to say: ‘the OAV law sucks!;’but when he says “apathy,” I have to say I understand his frustration, even though I think he’s got it wrong.

Its not that overseas Filipinos don’t care – half-an-hour’s surfing on the internet will reveal a terrifically vibrant blogging community of overseas Filipinos, all of whom obviously care – the problem is that many are disgruntled with the politics of their homeland.
