Typhoon Ondoy has ravaged many cities of Metro Manila with floods ranging from knee deep to over first floor houses.
Video footages of the Metro Manila floods can be found here. Ondoy entered the Philippines in the early morning of Saturday, September 26, 2009 and left on Sunday. Close to 100 people have been reported to have died in the floods and the landslides.

The recent flood is the very unfortunate result of both natural and man made calamities. The release of excess dam waters was done without thinking of the consequences. it is both a criminal and insane act.

I’m sorry for encroaching into your space but I do not know where to start. Please think about the opinion I expressed above. You may freely share this thought with your friends, hoping that someday, the people criminally responsible for the release of Angat dam water, on the morning of 26 September 2009,shall face the bar of justice. An in-depth study and analysis of google maps and wikimapia maps will prove my point. Better still, a short helicopter trip tracing the path of the floodwaters will verify this matter. The evidence left by the rampaging flood water will trace it back to its source and is difficult, impossible to erase.
It’s clear to see that the flood was caused mainly by the spill from the dam and not the rains on that date. Occassionally we have that type of rain but it doesn’t rise to that high level. I don’t know anything about dam operation but I suggest it has to be reviewed and investigated. Are there any flow control so that water release can be regulated? Was there negligence on the way it should be released? Is the monitoring process of water level in the dam includes weather forecast monitoring so that when forecasted heavy rains comes the expected water volume is calculated and if it exceeds the maximum water level of the dam an early release could be done ? If Angat dam operators had released water days earlier , could we have averted this disasters? Calling authorities please do something.

my simple analysis which of course can be right or wrong:
direct rain that came from the sky, water that came from the hills of
antipolo and quezon city (side of katipunan), the water that passes through marikina river from san mateo and montalban (which may have extra baon if water was released at lamesa and angat dam) are the obvious sources of water.
now, consider the marikina-cainta-pasig valley as a pool with inlet and
outlets. the above sources serves as our inlet. to maintain equilibrium (meaning no floodings), same size of pathway and
volume outflow should also exist. aside from ability of the soil to absorb water, from google map, we saw pasig river which eventually leads to manila bay and the manggahan river which leads to laguna de bay through taytay as the outlets.
from some news videos, i have seem that manggahan flood
control was raised and water coming from marikina can not pass through and go to laguna bay. yesterday, BF admitted that some pumping stations (i believe are stratefically located in manila) were not working properly.
so what resulted to these?

Yes, there was a lot of rain. And that is what caused the dams to fill up. However, I believe whoever are responsible for monitoring these dams haven’t been doing their jobs properly. Why wait until the water is at critical level before releasing it? Moreover, I think it is something that should’ve been announced to those who would be affected. A senate investigation is in order indeed, but so far these investigations are worthless. Nat Geo and Discovery should investigate this disaster, I trust them more than I trust the Senate.
A law should be formulated to compel the dams’ administrators to send out public announcements if/when they are about to release waters from the dams. TV, radio, and importantly – cable operators – must then broadcast these announcements to the public. Why I included cable? Because not everyone listens to AM radio all the time. Lastly, what’s the use of such an announcement if they’ll release the water a second later. They should give the people time to react.
I’m not sure if such a law exists already, but I sure didn’t feel its effects last Saturday. I hope someone picks up on this and improves on the idea, that’s just what it is right now, an idea.
Oh, btw, instead of wasting money on basketball courts and waiting sheds, our leaders should start using the nation’s funds for real public infrastructure projects.

I agree that water released from dams may have caused massive flooding in Metro Manila and provinces. It has been the 3rd time this year and this last flood is the worst claiming lots of lives and properties. Heavy rains could not have been the cause for water to rise so fast. Someone should be responsible for this tragedy.

I’m sorry but I have to play devil’s advocate here.
Some posters here are blaming the release of water from the dams as the main cause of the Ondoy destruction. But did the government have a choice when they released the excess water in the dams? When we say “water was released from the dam” do they mean a gate was opened to release the water or did the water just overflow from the top?
If the later, then no one decided to release the water. Nature and physics was the culprit.
If the former and the government decided to open some sort of flood gates at the dam, its probably because too much water would have damaged or destroyed the dam if the water was not released.
I’m not an expert but my opinion is this: if the dam was destroyed, then water would have flowed downriver anyway and in greater amounts. Instead of flooding QC, Cainta, Marikina, etc in 10-15 ft. of water, a collapsed dam would empty out all its contents downriver, burying more areas of metro manila and in 20 – 30 ft. of water (just a guess). Furthermore, the parts of metro manila that the dam was servicing would not have any piped-in (Manila Water/Maynilad) water until the dam was repaired/rebuilt. That would have had greater, long-lasting damage to Metro Manila.
So I think the government did not have a choice about the dam, the amount of rainwater made the choice for them.
That’s not to say the government is blameless. The way I see it, all this damage could have been avoided, or at least, minimized if the natural streams, rivers, estuaries, etc. were not blocked by land developers and the government. If they were going to block waterways then they should have made replacements, diversions, etc. to disperse the water or divert the water towards the sea.
The first poster’s suggestions were very good. A water generation plant would make good use of the rain water. It may lessen all our Meralco bills in the future.
No one here is saying that the dams should not have released water, and I think everyone will agree that the damage will be greater if the dams were destroyed if waters haven’t been released.
What I’m complaining about is the lack of announcements / advisories. Also, the lack of preparedness by the government. *#$@^, the government even had to order new rubber boats because their old ones were not being maintained properly.
Why is it that when Pepeng was about enter the country, they released water from some dams beforehand? Couldn’t they have done that prior to Ondoy’s landfall as well? (tsk, are they learning about this now? How irresponsible)
To those who believe that dams didn’t release water last Sept. 26, think again. It is impossible for floodwaters to rise that fast if dams weren’t involved. Lol, why is it that a PAG-ASA official is the one who declared that there was no “release” last Sept. 26? Are they the ones in charge of the dams?
Heads should roll because of what happened during the Ondoy floods. Damages to property and loss of lives could’ve been lessened if the government had acted accordingly.

If anyone has an access to a topographical map, you will see that the Manggahan floodway is a bypass of the marikina river meant to pass the water into Laguna bay where a lock at the end of the Napindan Channel holds the water in the bay so as not to flood lower manila area (Malacanang, Binondo etc. which are barely above sea level). I remember seeing a photo of Imelda Marcos on a wooden walkway in the Malacanang grounds way back before the manggahan floodway was built. The towns around the bay are made to suffer so the old manila does’nt. It is criminal to say the least.
Bakit bumaha? Sobra lakas ng ulan (341 mm in six hours equivalent to one month rainfall, katumbas na 150 year probability). Di kaya ng drainage at river system (Pasig-Marikina River and Laguna Lake Complex)l. Isa pa medyo mataas na ang Laguna Lake ng umulan, kaya konti na lang ang buffer nya to accomodate water. Kaya, di makaagos ang mga rivers from Cainta, Taytay to Mangahan Floodway and Laguna Lake.
Sa Marikina naman, ang daming nakahambalang na malalaking sapatos na nasa ibabaw ng barge na nakakaistorbo sa pag agos ng tubig sa Marikina River. Dinagdagan pa ng SM na nasa loob ng flood plain. Tapos yung tulay from SM to Katipunan, medyo mababa kaya napipigil ang tubig pagtama sa superstructure ng tulay. May damming effect tuloy na umaabot sa San Mateo. Puro mali ang planning sa Marikina. Yung pagbabago din ng surface ng river bed at river bank (jogging path, roadway sa riverbank na puro concreto) ay nagpapabago din ng agos ng tubig.
Bukod doon, marami ang mga nakatira sa flood plain areas at sa river banks mismo kaya marami sa ating kababayan ang nasalanta. Sobra na kasi ng dami ng tao sa Metro Manila kaya di mo alam kung saan sila titira. Kawawa rin naman, dahil walang kabuhayan sa probinsya kaya nagsiksikan dito sa siyudad kahit nasa panganib na lugar ang matirahan.
Masalimuot na problema dahil pati ang economic condition ng bansa ay sangkot sa problema ng pagbaha.

Ondoy flood is not rainwater. Ginagawa nila tayong tanga. Meron silang pinagtatakpan. Inililihis lang ang atensyon ng tao sa kung saan saan. Hoy media, wag naman kayong magpagamit.
Heavy rains, blocked drainage, over population, wrong planning, unpreparedness by the NDCC, corruption in the government, global warming and negligence (or ignorance) in the dam operation are all different stories.
Ilabas ang dapat managot sa biglaang pagpapakawala ng tubig sa dam. Ilabas yung naging tanga sa gitna ng lahat ng ito at wag tayo ang gawing tanga.

SUGGESTED IDEAS TO MINIMIZE FLOOD,
SAVE LIVES & THE ENVIRONMENT

Residents of Metro-Manila and many parts of the Rizal province has long had a severe flooding problem especially during rainy season. These floodings have brought countless damages to properties, economy, and lives, as well. We cannot prevent flood from happening but we could minimize, control and make use of it. We are very good at organizing relief operations once disaster strikes, but we are a failure at preventing disaster in the first place. This are some of the suggested solution that are very vital and a must to implement for the flooding problem starting to the root cause of the problem. Feel free to add on the list any suggestion and recommendation.
1. Strictly enforced the water wode of the Philippines which provide river easement of three (3) meters in urban areas, twenty (20) meters in agricultural areas and forty (40) meters in forest areas. Presidential Decree 813 0f 1966 states that all lands located at and below elevation 12.50 m. (with 10.0 m as the datum line) are public lands which form part of the bed of lake. These policies are ignored and not enforced partly due to personal political interest and lack of political will of the ruling authorities. Examples are the permits issued to land developers operating on the 12.50 m. below zone in Taguig City, Metro-Manila and shanties allowed on the banks. Bank dwellers comprises big electorate return; thus, exploited for political interests in exchange of dwelling lots. Relocate families living near the riverbeds and its main tributaries and develop parks along the river banks.
2. Mandatory large-scale planting of trees in our denuded forest, mountains, hillside, river banks and shorelines of Laguna de Bay this will provide buffer, watershed, aesthetic, as well as preventing pollution and landslides due to erosion. Ban, stop illegal logging and mining.
3. Established a solid waste management for the proper collection, transport, processing, recycling, disposal, energy recovery and monitoring of waste materials produced by human activity and is generally undertaken to reduce the effect on health, environment and aesthetics. Do your part to reduce, reuse and recycle.
4. Established a wastewater treatment plant – For the proper way of removing harmful pollutants from domestic and industrial liquid waste so that it is safe to return to the environment. Water quality monitoring to analysed and determined pollution levels. Relocate the Padacan oil depot & convert to a solid waste sewage treatment & recycling plant using clean renewable energy to run it like hydro, solar and wind power. Waste product could be a source for livelihood and convert as alternative fuel like methane a clean-burning form of energy, silt & mud as green fuel for cement industry or as landfill for reclamation.
5. Implement a long term clean-up removal of sunken wrecks, dredging and maintenance of all rivers and esteros.
6. Inform, educate and communicate to the public specially the students to learn about the importance of the environment. Attemps to rehabilitate the Pasig river failed because of the lack of support from the community and private sector. Prepared communication materials are essential for dissemination. These includes media, television commercial, documentaries, poster, stickers, leaflets, broschures, pamphlets, primers and regular news letter.
7. Established a comprehensive disaster relief and emergency management – Emergency situations can happen any time. We all have roles and responsibilities in preparing for , responding to and managing emergencies. All cities and municipalities should identify susceptible areas to build a safety and preparedness among community at risk and put in place emergency management programs and response plans. Bigger evacuation areas should be built strategically in consideration of the accessibility, density, time and movement of the people. Series of drills initiated by the local government authorities through barangays to prepare and familiarize the people in the event of actual occurance. Community participation should be instilled in the residents by series of regular informal training.
8. Provide new and advance warning system with warning post equipped with voice warning and sirens designated at strategic location for all communities. Reaching sufficient hearing coverage at normal weather designed primarily for people who may be fishing inside the floodway this include the informal settlers inside the floodway.
9. Provide an accurate modern weather forecasting- By upgrading all weather instrument and provide a new Doppler radar at every city with back-ups and generators. The radars would give the country warnings six hours ahead of typhoons, and would be able to predict the intensity of rain expected to fall within an area as small as two square kilometers. Scientists and forecasters have learned how to use these pictures of wind motions in storms, or even in clear air.
10. Construct a retention basin before reaching Marikina and Nangka river to minimize the bulk of water coming from the mountains these is the best management practice intended to mitigate storm water runoff. Essentially, water is detained in the basin while pollutants are treated by natural processes and water exits the basin slowly over time, or during the next storm. Processes such as mechanical settling of suspended sediments and biological processing of nutrients contribute to improved water quality.
11. Construct stratigically located satellite above ground water retention storage for most flood-prone area to store flood water filtered for re-used for street cleaning, fire use, sanitary use and watering of plants. Perfect for floodgates, dams instead of dumping excess water during critical level just store it and reuse it for future use during summer when rain are scarce and water shortage.
12. Construct 2 to 3 more additional spillway to flush out the excess water from Laguna de Bay to Manila Bay. Remove the curve points
of the pasig river and straighten the river from Pandacan to Santa Ana, Manila to help flush the floodwater easily to the bay. The existing curve points will be converted to a leaching retention basin to store runoff water at the same time filter and remove pollutants before discharging it to the bay.
13. Built a shore dike dam wall and road along the river banks, floodway and shoreline of Laguna de Bay this are permanent roads with dikes intended to prevent flooding, discourage bank settlers, protect soil from erosion due to strong waves in areas of concentrated runoff and easy transport accessibility of Rizal and Laguna province to Metro-Manila.
14. Create a self-reliant community avoid using the words resettlement and relocation to avoid discrimination. This communities are intended to be socially, economically and ecologically sustainable lifestyle. Members are united by shared ecological, socio-economic and cultural-spiritual values. A self reliant community is often composed of people who have chosen an alternative to centralized livelihood, job training, organic farming for food source, electrical, water, and sewage systems or renewable energy. Many see the breakdown of traditional forms of community, wasteful consumerist lifestyles, the destruction of natural habitat, urban sprawl, factory farming, and over-reliance on fossil fuels, as trends that must be changed to avert ecological disaster. Self relient whether urban or rural, tend to integrate community and ecological values within a principle-based approach to sustainability.
15. Established the dam management review & protection committee which consolidates dam management into one. They have the power
to coordinate, monitor, evaluate, develop policies and procedures on matters relating to the management, direct access to weather information, safety precaution, warnings, maintenance, repair, and use of dams.
